Guide to legislation on higher education

All Polish universities and academia will soon receive "Law on Higher Education. Commentary", a guide published by the Ministry of Science, which describes the system of higher education and the changes in the law introduced in recent years, announced the Ministry of Science.

According to the Ministry of Science and Higher Education website, this is the first publication of this type. "Law on Higher Education. Commentary" has been prepared by a team of scientists, experts in administrative law, labour law and public administration, and Ministry staff involved in both the creation of the new law, as well as its application.

"The authors and editors of the guide sought to ensure that it presents an interpretation of the regulations consistent with existing practice and case law, and thus offers help for all those interested in higher education issues" - Minister of Science and Higher Education Prof. Barbara Kudrycka wrote in the introduction to the publication.

The "Commentary" covers issues related to the system of higher education, supervision over universities, cooperation between universities with regard to education and research, university system (statutes, bodies, organizations, property and finance). The guide also discusses the matters of academic staff, courses and students, rights and responsibilities of students, disciplinary matters of undergraduate and graduate students, and to maintaining order and safety on campus.

The publication is designed to help universities in interpreting and applying the provisions of the Law on Higher Education amended in 2011. Minister Kudrycka noted in the introduction that the Act substantially changed the shape of the legal regulation of the functioning of the universities.

The "Commentary" was edited by Prof. Walerian Sanetra from the University of Bialystok, President of the Chamber of Labour, Social Security and Public Affairs of the Supreme Court, and Prof. Marek Wierzbowski from the University of Warsaw.
